PUBLIC PARTICIPATION POLICY

Rules include: 

• PARTICIPANTS MUST FALL UNDER ONE OF THE FOLLOWING CATEGORIES

1. A resident of the Village of Dalton (individuals, corporations) or pay for village services
2. Public officials and/or representatives of public bodies.
3. Current and potential contractual partners with the Village, by invitation for certain public purposes.

• Participants are to stay on topic and may not deviate to another topic area. - Participants are only to address the council. It is not to be a question-and-answer session. If the topic area is so significant that it needs to break with this stipulation, it will require a motion to suspend the rules to be passed by council. This motion is only to allow the council to ask questions of the person making the presentation, not for the questioning of the council.
• It is to be understood that the topic cannot be discussed or acted on by council unless it is already on the agenda. 
• No derogatory attacks on any private citizen, public or elected official. - Profanity of any kind will not be tolerated. 
• Time is limited to five minutes per person or 15 minutes per topic area if a group with the same topic would like to speak.
